going into service. The CIS results must be integrated with the baseline ILI to determine whether further action is needed. TransCanada must also remediate anomalies indicated by the CIS data, including improvements to CP systems and coating remediation, within six months of completing the CIS surveys. A CIS along the pipeline must be conducted with the current interrupted to confrm voltage drops in association with periodic ILI assessments. TransCanada must also perform a DCVG or ACVG survey within six months after operation to verify the pipeline coating conditions and remediate integrity issues. In support of the Keystone XL project, the U.S. Senate passed the HoevenBaucus measure attached to the Senate budget bill in March 2013, which established the Senate's formal recognition that the Keystone XL pipeline will boost the nation's economic growth and contribute revenues to the U. S. Treasury. After the comment period, appropriate revision of the draft, and subsequent publication of the Final SEIS, the State Department will lead an inter-agency inquiry into whether the proposed Keystone XL project serves the national interest. During this time, the State Department will consult with the Departments of Defense, Justice, Interior, Commerce, Transportation, Energy, Homeland Security, and the Environmental Protection Agency. TransCanada projects an in-service date of 2015 for the Keystone XL pipeline if the Presidential Permit is approved in 2013.
